Parliament Begins Vetting of Chief Justice Nominee Justice Baffoe-Bonnie

The Appointments Committee of Parliament has commenced the vetting of Supreme Court Justice Paul Baffoe-Bonnie today, Monday, November 10, 2025, following his nomination by President John Dramani Mahama as Ghana’s next Chief Justice.

The vetting session, which began at 11:00 a.m., marks a crucial step in confirming Justice Baffoe-Bonnie’s elevation to the country’s highest judicial office. His nomination follows the dismissal of Justice Gertrude Torkornoo, who had served as Chief Justice since 2023.

In a statement signed by David Sebastian Damoah, Director of Media Relations at Parliament, the House confirmed that the Appointments Committee would evaluate Justice Baffoe-Bonnie’s professional record, judicial philosophy, and vision for reforming and strengthening Ghana’s justice system. The committee’s report will later be presented to the full House for final approval.

 

Meanwhile, the process has not been without controversy. Last Friday, November 7, Speaker of Parliament Alban Bagbin dismissed a motion filed by Minority Leader Alexander Afenyo-Markin seeking to suspend the vetting until ongoing legal proceedings involving the former Chief Justice are resolved.

Mr. Afenyo-Markin had contended that continuing the vetting could interfere with judicial processes and contravene constitutional provisions. However, the Speaker ruled that Parliament was within its rights to proceed, stating that halting its work would set a dangerous precedent that undermines legislative independence.

Justice Baffoe-Bonnie, known for his extensive experience on the Supreme Court bench and contributions to Ghana’s legal development, faces questions from legislators on judicial accountability, case backlog reduction, and reforms to improve access to justice.

If approved, he will become Ghana’s next Chief Justice, leading the judiciary through one of its most scrutinized transitions in recent years.
